By training with a parachute you are increasing the load in the exact range of motion that you will be competing in. By adding an external force to your stroke, your brain is required to fire additional motor neurons to complete the task, this in turn results in your entire system becoming stronger in a specific range of motion.
The benefit of the resistance bands is similar in that you are loading your muscles with an external force, however, you are activating not only the large muscles that move big weight, but the little ones that stabilize your bones. This is critical for any swimmer at any level to avoid injury and safely strengthen the muscles that will help for a long successful swim career.
